The General Board, a panel of serving naval officers was created in 1900 to act as an advisory committee to the secretary of the navy. These officers studied and issued recommendations on matters involving naval technology, strategy, and policy. In 1917 the board began conducting hearings to obtain expert testimony on the questions it considered. The 23,000-page Hearings includes name/subject indexes prepared annually, which are reproduced in the printed guide to make the collection easily accessible for research.
